Every proposed AI action is recorded here and held until Human Authority issues an explicit determination. This register records authorization only — it does not perform any outside action.
T=0 POLICY
At T=0, every consequential action must receive an explicit ALLOW, HOLD, DENY, or ESCALATE determination. Silence, technical capability, prior permission, registration, or the absence of an objection does not constitute current authority. Any material change invalidates the previous determination and requires renewed Human Authority review. Human Authority remains final.
