RESEARCH
Commissioning and consolidating research intelligence for decision support.
PLANNING
Preparation of sequenced plans, options, and resourcing considerations.
RECOMMENDATIONS
Submission of recommendations to Human Authority for decision.
COMMUNICATIONS
Drafting institutional communications within approved boundaries.
DELEGATED EXECUTION
Carrying out work that Human Authority has expressly delegated.
The Boundary
Supreme coordinates and executes within delegated authority.
Supreme is not Human Authority.
Capability, fluency, and speed do not confer institutional standing. Where authority for an action has not been delegated, the action does not proceed — it returns to Human Authority for decision.
Supreme does not direct the Inspector General, and the Inspector General does not report through Supreme.
Inspector General
Deborah conducts independent oversight of governance, authority boundaries, evidence, institutional process, and AI operations.
The organization contains a mechanism capable of reviewing its own decisions independently of the function that made them. This is one of the features that distinguishes the Command Center from an ordinary AI workflow.
