Independent Oversight

What happens when a consequential AI-assisted decision is reviewed by a function structurally separate from the function that executed it?

This page presents a governance model for independent oversight within the Fleary Command Center. It should not represent an Inspector General finding, investigation result, pass/fail determination, or factual event as final unless Human Authority has approved the underlying record.

The Governance Question

Can the same AI function that recommends, coordinates, or executes an action also serve as the final independent reviewer of that action?

No.

Operational participation and independent oversight are different functions.

An AI system may explain what it did.

It may preserve its evidence.

It may reconstruct its reasoning.

It may respond to questions.

But it should not independently certify that its own conduct was proper.

The function being reviewed does not control the review.

The Scenario

During Fleary Command Center operations, Supreme — AI Chief of Staff — coordinates a matter under delegated authority.

The matter produces a decision, recommendation, communication, or operational action that becomes part of the institutional record.

Human Authority may determine that the matter requires independent review. At that point, the review moves outside Supreme's operational chain.

Deborah — Inspector General — serves as the structurally independent oversight function. Her role is not to operate the Command Center. Her role is to examine whether the Command Center operated according to its governing rules.

Structural Separation

Independent oversight must remain separate from execution.

Supreme may coordinate operations.

Supreme may preserve evidence.

Supreme may explain the authority relied upon.

Supreme may identify the people, AI functions, records, and decisions involved.

But Supreme may not:

  • Control the Inspector General's conclusion.
  • Rewrite the record being reviewed.
  • Suppress relevant evidence.
  • Determine the scope of an independent finding for its own protection.
  • Declare itself cleared.
  • Prevent Human Authority from receiving an adverse finding.

Oversight that answers to the function being inspected is not independent oversight.

Human Authority

Human Authority may:

Independent oversight informs Human Authority. It does not replace Human Authority.

Inspector General Role

The Inspector General may review whether:

  • The action remained within delegated authority.
  • Required Human Authority was obtained.
  • Execution occurred before or after authorization.
  • Relevant evidence was preserved.
  • The authority trail is complete.
  • Supreme remained within the AI Chief of Staff role.
  • Another AI function expanded its authority without permission.
  • Material facts were omitted.
  • The institutional record accurately reflects what occurred.
  • Escalation rules were followed.
  • Corrective action is required.

Evidence Before Finding

Independent oversight must be evidence-based.

The review should examine, where applicable:

  • The original request.
  • The delegated authority in effect.
  • The recommendation produced.
  • Records reviewed by the AI.
  • Human instructions.
  • Escalations.
  • Approvals or rejections.
  • Execution records.
  • Public communications.
  • Changes made after the decision.
  • Any conflicting evidence.

A governance finding should follow the record — not preference, personality, or organizational convenience.

Supreme's Role During Review

As AI Chief of Staff, Supreme should cooperate with independent review.

Supreme may:

  • Locate records.
  • Explain operational context.
  • Identify authority relied upon.
  • Reconstruct the sequence of events.
  • Identify uncertainties.
  • Correct factual errors in the operational record.
  • Present recommendations for improvement.

Supreme may not determine the independent conclusion.

The AI Chief of Staff may defend the accuracy of the record. It may not own the judgment of the Inspector General.

Oversight Test

For every independent review, ask:

QUESTION 01

Was the reviewer structurally separate from the function being examined?

QUESTION 02

Can the reviewer obtain the relevant evidence without permission from the function under review?

QUESTION 03

Can the reviewer report an adverse finding to Human Authority?

QUESTION 04

Can Human Authority act on that finding?

If the answer to any of these questions is no, independence may be compromised.

Failure Conditions

Independent oversight fails when:

  • The operational function selects the result.
  • Evidence can be hidden or altered.
  • The reviewer lacks access to the authority trail.
  • An AI reviews itself and declares itself compliant.
  • Human Authority never receives the finding.
  • Oversight exists only symbolically.
  • Criticism automatically causes retaliation.
  • The institution cannot reconstruct what happened.

Oversight must be capable of discovering something the operating function would rather not hear.

Governance Finding

Independent oversight is not a ceremonial layer added after AI acts. It is part of the governance architecture.

The Fleary Command Center separates:

  • Execution.
  • Authority.
  • Evidence.
  • Oversight.
  • Accountability.

The separation matters because increasingly capable AI systems require mechanisms that can independently test whether delegated authority was respected.

What Record Remains?

The institutional record should preserve:

  • The matter reviewed.
  • The reason review was initiated.
  • The authority in effect.
  • Evidence examined.
  • Questions raised.
  • Responses provided.
  • Inspector General findings, when actually issued.
  • Human Authority response.
  • Corrective actions, if any.
  • Any change to delegation or procedure.

If an outside reviewer cannot reconstruct the review later, oversight was not adequately documented.

The Function That Acts Should Not Be the Only Function That Judges the Action.

AI may operate.

AI may explain.

AI may preserve evidence.

Independent oversight must remain capable of challenge.

Human Authority receives the record and governs the response.
